Abia Housing Ministry Inaugurates Consultancy Unit for Pocket Layout Estate

Commissioner Uzoije says unit to strengthen quality assurance, supervision, timely delivery of affordable houses

UMUAHIA — The Abia State Ministry of Housing has inaugurated an External Consultancy Unit for the ongoing Pocket Layout Housing Estate Project, as part of measures to ensure professionalism, quality assurance and timely delivery.

The inauguration was held on Wednesday, September 9, 2026, at the office of the Commissioner for Housing, Arch. Chiemela Charles Uzoije.

Speaking at the occasion, Arch. Uzoije said the Pocket Layout Estate emerged from the administration’s deliberate efforts to address the housing needs of Abians while promoting orderly urban development and sustainable housing delivery.

He noted that the project had passed through various stages, including planning, design, administrative and procurement processes, culminating in the bidding process and the current stage of construction.

The Commissioner acknowledged the support of Governor Alex Otti, whose vision for improved housing delivery, urban renewal and responsible governance has continued to provide policy direction for the project.

Arch. Uzoije stressed the importance of engaging competent professionals in the execution and supervision of government projects, noting that the External Consultancy Unit was established to strengthen technical and professional oversight.

He charged members of the team to bring their expertise, experience and diligence to bear on the assignment, assuring them of the Ministry’s cooperation and support.

According to the Ministry, the consultancy team, comprising professionals from relevant disciplines, is expected to provide multidisciplinary oversight, including monitoring construction activities, quality control, compliance with approved designs and specifications, assessment of work progress, identification of technical issues and professional advice throughout implementation.

Members of the consultancy team expressed readiness to contribute their expertise towards the successful delivery of the estate, with discussions focusing on professional standards, value for money, effective coordination and prompt resolution of technical challenges.

Immediately after the inauguration, the Commissioner and members of the Unit proceeded to the project site for an on-the-spot inspection of the ongoing development.

During the inspection, the team assessed the level of work done, familiarised themselves with the project environment and contractors, and identified areas requiring professional attention.

The exercise, the Ministry said, underscored its determination to ensure effective monitoring from construction to completion, with emphasis on quality, adherence to specifications, professional supervision and value for money.

Arch. Uzoije reiterated the Ministry’s resolve to ensure that the Pocket Layout Housing Estate is delivered to required professional standards and in line with the objectives of the State Government.
